Project Overview

ACHIEVE is a five-year, USAID-funded global cooperative agreement with the dual objectives of attaining and sustaining HIV epidemic control among at-risk and hard to reach pregnant and breastfeeding (PBF) women, infants, children, and youth, as well as to mitigate the impact of HIV/ AIDS and prevent HIV transmission among these populations; and supporting the transition of prime funding and implementation to capable local partners in order to meet the PEPFAR goal of 70% of funding to local partners.

ACHIEVE is funded by USAID in Tanzania to implement a four-year activity (October 2020 to April 2024) which aims: (1) to improve national- and community-level social welfare systems in order to sustain support for orphans and vulnerable children (OVC) and families affected by HIV and (2) to strengthen the capacity of local organizations to deliver OVC services and (3) to deliver high quality OVC services and DREAMS interventions for AGYW 9-14 years.


Job Objective:
To support Pact Tanzania in management and administration of funds set aside for sub-granting to other organizations and to ensure that financial policies are followed in order to provide: accurate, current and complete disclosure of financial transactions; records that identify source and application of funds; effective control and accountability of funds, property and other assets; and comparison of expenditure versus budget amounts.

Position Purpose:

The Senior Finance Officer-Grants works with the Finance team to ensure that Pact’s financial management, policies and procedures and those of donors are adhered to all times, safeguarding funds set aside especially for insurance of grants and ensuring that they are used in line with the purposes intended by the donors and accurate financial records are maintained

Key Responsibilities:
  • Work with the Senior Finance Manager to design, develop and adopt policies, guidelines and criteria for the management of sub-recipient and subcontractor financing the pact worldwide standards and the conditions and constraints in Tanzania.
  • Prepare the whole process of grant management, starting with socialization through evaluations of applications and awarding of the grants, including but not limited to, award provisions, review of negotiations and concurrence memos, selection and award modifications.
  • In collaboration with the Senior Finance Manager and Senior Contact and Grants Manager organize to conduct pre-award assessments and their finding used for inclusion in risk assessments that informs award decisions.
  • Manage sub-grants and awards ensuring funds are applied to their intended use and in accordance with Pact policies and procedures and meet donor requirement, process/ liquidations, pay regular site visits to review sub-grantee transactions, matching expenditure to adequate supporting, documentation, compliance and close-out procedures.
  • With other finance team responsible for grants, receive and review and review monthly financial reports from partners (sub-grantees) against sub-agreements budgets, program reports and deliverables as well as supporting documentation to check for allowability, allocability and reasonability
  • In collaboration with the Finance team to ensure financial monitoring systems are in place and generate timely and relevant reports, including analysis and tracking of subcontracts commitment, obligations, awards and liquidations.
  • Together with the Senior Finance Manager equip finance staff with technical skills necessary for capacity building of partner (sub-grantees) and local NGOs in the area of financial management and subcontract compliance.
  • Together with the Senior Finance Manager design training plans to build partners’ capacities in financial management and coordinate and supervise their implementations.
  • Assist the Senior Finance Manager to provide input and approval of financial progress and final reports on programs and project ensuring they are submitted in accordance with USAID and other donor reporting requirements in a timely fashion, in conjunction with HQ and relevant Program Departments.
  • Issue monthly sub-award matrices and progress report
  • Work closely with Pact Tanzania finance and other staff members in the compilation of data and preparations of monthly, quarterly and annual reports.
  • Assist the Senior Finance Manager in facilitating meetings between program and finance department to review financial reports, sub-grants metrices, and harmonization of work-plans between program and finance.
  • Conduct regular reconciliation between accounting records with grant matrices.
  • Assist the Senior Finance Manager in supervising finance team
  • Deputize the Senior Finance Manager during his/her absence.
  • Perform any other Finance related duties assigned by Senior Finance Manager

Requirements

Qualifications, Experience and Skills

  • Masters or Bachelor degree in Accounting, Finance or Commerce: or holder of Advanced Diploma in Accounting, Finance or Commerce.
  • CPA (T) is a mandatory requirement
  • At least five years of progressively responsible experience in general accounting, including at least three years working with non-profit organizations and international donors.
  • Knowledge and familiarity with donors’ rules and regulations, especially USAID.
  • Prior experience in managing sub-grants and awards
  • Experience on Rapid Response Granting Mechanism will be added advantage
  • Working knowledge of accounting software, such as QuickBooks, ACCPAC, Serenic etc.
  • Demonstrated experience in providing reliable and accurate information
  • Analytical and report presentation skills
  • Ability to perform account reconciliations.
  • Excellent attention to detail.
  • Strong training and capacity building skills
  • Strong organizational skills, including task and time management, multi-tasking, prioritizing, and meeting deadlines
  • Good leadership, excellent interpersonal and coaching skills
  • Strong management and negotiation skills
  • Computer literacy and familiarity with standard office computer applications.
  • Excellent oral and written communication skills in English and Kiswahili.
  • Ability to function in a multi-cultural environment and to thrive in a team of dynamic professionals.
